It solves the problem once you get converted to it, but you've still the problem of solving the external representation correctly to make the first interpretation correctly.

That still will rely on an agreed convention and adherence thereto by the source of the input cooperating w/ the processor in some fashion.

(Not that any of that is anything you didn't already know, of course.)
