Downloads mean that people are checking it out, not necessarily that they're using it.
But let's look at FACTS rather than claims, shall we?
I believe what you're quoting is from the infamous Paul Vick, known evangelist for VB.NET. Well, how about we look at his quotes again in a different light, shall we? http://msmvps.com/blogs/bill/archive/2007/11/02/counting-deck-chairs-on-the-titanic.aspx
As you can see in that article, support has declined sharply for VB.NET.
But maybe you want an article that shows what both sides have to say. There's a moderately balanced article here: http://www.eweek.com/c/a/Application-Development/Study-Developer-Use-of-Visual-Basic-Plummets/
What I find most telling here is that a 3rd-party research company finds VB's use is plummeting, but Microsoft just keeps churning out the rhetoric...we don't believe the facts, we'd rather invent our own story and pretend like it's true.
On a related note, there's this quote from that same article, which I absolutely LOVE: "Office 2007 and Windows Vista provide even more opportunity and flexibility for Visual Basic developers to find creative solutions to programming challenges,"
Re-stated, that becomes: if you're a Visual Basic developer using Office 2007 and/or Windows Vista, you'll NEED to find creative solutions because there are more programming challenges! LOL

Classic VB *was* the #1 programming language, not just for Microsoft,
but for the whole world, but VB.Net is an also-ran, a pig-in-a-poke, a
chimera, a niche curiosity product that hardly anyone uses.
Are you a Linux adept?
Try to find out the figurs that are about the downloads for the VB for Net express version.
Don't see your village as the "whole world".
