It's because he wants the floating window to appear under some other
specific condition (not when the mouse "hovers") and to be removed under
some other specific condition and, most importantly, he wants the floating
window to follow the mouse pointer as the user moves it around. Tooltips
don't do that.
Perhaps his 'conditions' were a result of being uninformed. Had he known
ToolTips were already provided, he may have not devised his own method
(and implementation details) to achieve similar results.
