Too much mucking about with Z-Orders to ensure it stays on top especially
if the OP is adding controls at runtime. Even then it still won't go over
some elements like the form menus, title & borders.

Sound simple -
Why not just have a textbox that can be made visible / invisible,
and can be moved along with the cursor.
What is OP again? I get it is in reference to the person asking the
question, but I can't guess what it means.
Anyway, for my own purposes, the box won't need to travel outside the
picturebox (chart). What I'd need to do is detect the cursor near the end of
the picturebox on either side and simply flip the box to the opposite side
of the cursor.
