I changed the contents of the text file identified above,
with an editor. As you can see, the "Accessed Time" stayed
the same as the "Created Time".

Well, I started messing with an Access file after that, and
noticed that Access saves a date (probably saves it in the locking
file - *.ldb) then reapplies it (via some sort of 'touch'). SO
there are some particular applications that change the way the
operating system works (Excel and Word?).
Format the partition as FAT32 or FAT?
Access seems to have some peculiar rules as far as things go.
And I'm thinking other Microsoft applications could pull some
funnies as well, especially if they've got a VBA IDE built into
them.
In answer to your question, "Is that a good thing?", the only
good thing is learning what a particular application does and
then forgetting about trying to apply a global rule to it. I
really don't think Microsoft has any documented rules and in
turn they make things up as they go along, and apply various
rules whether they make sense or not. I really did not want
to get into bashing Microsoft. That's just so not right, but
they make things confusing for a reason. And that's a fact.
