Come to think of it, both programs I've tested that gave me the MS
Office pop-up were using Winsock. One of the two is a (commercial)
program I wrote myself and does not use any Office component. I have not
had a single report of this problem from the thousands of users, so I
guess it's something "special" on this computer alone.
I will investigate further.

I'm surprised you haven't seen this before. It is common enough.
There are three general causes all related to Office sharing or installing
the same components as the App. They can be the same or different versions.
1) Installing Office and the other App with different users. Whether on not
they are both members of an Admin group doesn't matter.
2) An incomplete Office or service pack install.
3) Office's version of "file protection" has detected a change in components
and it needs to rebuild its Repair and Re-install scripts.
In all but extreme cases the "fix" is to simply provide the Office CD. In
the third case - trying to circumvent this fix can invalidate the current
repair and uninstall features of Office. You aren't doing the User any
favors by avoiding it.
