Do you have *any* information that shows API exludes inbuilt functions?
Why are inbuilt functions any different from any other API?

Common usage, if nothing else.

But I think this page says it best:

native application, an API is therefore anything outside of VB, not
intrinsic to it. This view would appear to be supported by several other
sources as well.
