updating vbasic files

Hello,
My application is written in vbasic 5 and the setup package was
created using Setup Wizard. All was done in 1998.
I am continously updating my app, but all the installation files stay the
same old.
Some new, potential users are expressing their doubt, whether files dated
1996,1997, 1998 and 1999 are not too old for their lightning computers with
the Vista running amok.
My question is: how can I update the files listed below (without
compromising my code of course).
10/31/1996 12:00 AM 10,146 comcat.dl_
06/24/1998 12:00 AM 318,415 comctl32.oc_
