Personally as admintrator for our company I do not have problem in using
third party tools. Issue is with our contracted developer.

There is no builtin support in VB6. However MS has a utility for Visual
Studio 6 (it's functionally very limited and a pain to use). You can
download it from http://msdn2.microsoft.com/en-gb/vstudio/aa700916.aspx
(select "Installer 1.1").

There's no shortage of third party tools that do a good job. I used
InstallShield. When you're ready to drop the "I am looking for Microsoft
tools and not third party ones" requirement, you'll find it easier to
solve your problem.
