Except for some of the specific functionality, what you're
describing sounds a lot like writing an email program
with a "webmail" correlate. It's not so much an issue of
what you write it in. You need to 1) have your installed
software contact online and 2) have an interactive
web-based version written, typically, with javascript using
ASP or PHP.

If you want a web-based version, that implies
that the person using it may not have your software available
when they contact the database. The whole point of having
the web-based version would be that they don't need that
software. In other words, for the web-based version to be
useful it needs to run in a browser, using script/HTML/CSS,
not dependent on VB, .Net, Word, etc.
