It wouldn't even occur to me to think left=lower in that case and my
immediate reaction to the question of what to expect was simply that
a left click would increment and a right click would decrement.
My own inclination would be do do exactly the opposite, which is why I agree with both Rick and yourself that it should be user configurable. However, most applications (including Windows) do not do that in most cases. For example, the user cannot configure the way that clicking the left and right arrows on a horizontal scroll bar operate (unless I am mistaken). In that case, clicking the left arrow causes the positional coordinate of the scrollable window within its container to decrease and clicking the right arrow causes it to increase. Everything is relative though, and I suppose different people would have different opinions as to what, exactly, is moving.
