it's the "XML" of image file formats in that you could quite literally put
anything you choose in there in any way you wish to format it, by inventing
your own tags - exactly like XML. The "T" even stands for "Tagged"
Within my experience, the vast majority of TIFF files actually have bitmaps
inside. The immediate case reads like it's probably no exception.
