I have tried all of the possibilites on this link and the additional
support links found on the above link but nothing changes the problem.

Bypassing Setup.exe seems to work up to a point then, after collecting the
CD key and other information it quits with the message that the Setup
Wizard must be run first.

I have to get VB6 ported over to the new machine some how, this problem is
the darnedest thing I've ever encountered.

I you or anyone else has other ideas please let me know!

I going to guess that you are already an administrator, if not, then logon
as an administrator.

Also, try creating a shortcut on the desktop, then enable the compatibility
setting in the shortcut's property. I don't know if this will fix the
problem.

The last choice, is reinstalling XP. To avoid deleting your data files, put
the hard disk on another machine, rename the following folders to something
else, then put the hard disk back on the original machine then reinstall XP.

WINDOWS

When reinstalling XP, do not format or repartition the hard drive. The setup
will find the old WINDOWS folder, ignore it and specify C:\WINDOWS. You will
need to reinstall all of your applications again. If you had files in "My
Documents", you will find them in "C:\OldDocs\<USERNAME>\My Documents". This
is assuming that you renamed "Documents and Settings" to "OldDocs" and that
you did not format or repartitioned the drive. If you had other folders in
the C: drive, such as "C:\MyFiles\", they will not be deleted.
