Create a shortcut in SendTo menu

Hi,

I have been looking around on the web and have found several
references on how to create shortcuts.

However, some rely on on the Recent folder (that apparently does not
apply in XP), some on the WSH (that I am trying to avoid due to
virusscanners setting off when an app uses that).

So my question is:
Could anyone point me in the right direction for creating a shortcut
in VB6, that will work in XP, and does not use the Windows Scripting
Host?

When I grow up, what I would really want is to create that shortcut
upon Install time.
