Because the system is looking for a program called "Documents" in the C root
to which it wants to apply the parameters "and",
"Settings\Administrator\Local" and "Settings\History"
Try:
Dir "C:\Documents and Settings\Administrator\Local Settings\History\"
on the command line, in your program try the same by eclosing the path in
quotes.
