I have designed something along these lines with very limited functionality.
Specifically, it can detect that a new version is available and COPY that
new .exe to the user's machine. However, it's just a simple copy and cannot
install new DLLs, OCXs, etc.
If you'd like details, I can give them, but if this is too primitive for
what you're doing, someone else will have to help.
