Appearently it isn't ignored under ME because of the error message says
"setup1.exe.manifest cannot read source file." not the Setup.exe, but the
manifest can't read the source file. If the manifest was ignored, it
wouldn't even be read, because it's the exe that's being run by the startup
code.
