Actually, I figured the question was "When did Redmond lose touch with the rest of the world?"

It still assumes important facts which are not in evidence.
Maybe "When did Belleview lose touch with the rest of the world?" or even "When did Albuquerque lose touch with the rest of the world?" But it's possibly even more systemic than that.
