I would recommend you first look in to purchasing Exchange
Server. You may find that purchasing it and then just using
Outlook is cheaper in the long run than trying to create your own
solution. Keep in mind the total cost it will take you to build
in both time spent working on it, and future maintenance and
enhancements that will probably happen.
