for years 1992-2020:

   June 20: 2008, 2012, 2016, 2020
   June 21 Otherwise

   Dec 22: 1994, 1995, 1998, 1999,
            2002, 2003, 2006, 2007,
            2011, 2015, 2019
   Dec 21 Otherwise
