Your manager is an idiot who obviously does not know anything about
software development.
Anyone can expand a program to be bigger than it needs to be but not
everyone can make it small and efficient - and sometimes it takes longer
to do the latter than the former!!!!!!!!!
Anyone can produce code that looks good but doesn't work properly but
not everyone can produce code that that looks good *and* works like a
dream.
What a programmer can produce is directly dependent upon:
1. the type and complexity of the system being developed
2. the amount of data it handles
3. the size of the system
4. the skill and experience of the programmer
Defining metrics for software development effort is still one of the
most difficult tasks around and your manager would appear to require a
few lessons :(((
