If you create a program or library with this functionality and distribute
this to your users then no licences are required.
Licences are based on the actual installations of Crytal reports and VS
2002, one for each - although VS2002 comes with standard Crystal report so
only one per seat require here then (check the version though to ensure its
bundled with Crystal functionality).
