How to connect to a remote public database

I want to create a standalone application and want to connect it to the
database of www.ncbi site
ncbi site is having their public database ..
so i am trying to create a vb application and connect it to that
database but i m facing problems
how to connect it?
i m not getting the required commands so that i am unable to create
connection and retrive data from that database.
i know only the database name and term to search for..
can u help me??
