Hi Gary,
Usually this error rises in case if MDAC installation is corrupted. Check if
you do not have any antivirus running during installation of MDAC. In some
cases it causes problems. For Windows XP you could use Windows XP SP1a (not
SP1) to fix MDAC installation or MDAC 2.7 SP1a
