Making a transparent tooltiptext

I would like to make a control to customize a tooltiptext on any part
on my forms.
I have to do 2 things, first determine how to make the mouseover on
anything on a form.
Second, how to display a picturebox or an image, whatever on the form
but with the lineborder opaque and the center alpha to 50% or any alpha
I want and the text inside opaqe ?
I found some codes how to make a window or a picturebox transparent but
anything become transparent inside, I would like to make the text
opaque and the border line too.
Any Idea how I could do that ?
