Office-Style Menu Control with Graphic Buttons

I'm looking for a customizable Office-style menu control that will let me
use bitmaps or icons for the top level menu, rather than just fonts. I
bought Arcadia's PowerButton, and while it can look like I want it to, it
doesn't really "act" like a menu control (does not highlight with Alt, does
not pop down with F for file, does not execute menu item using underlined
characters, etc.). I downloaded a trial of OfficeMenu by Teebo, and it's
incredibly easy to use and looks nice, but I see now way of using a graphic
for the button/top level menu. I can add a graphic /to/ for button (say,
16x16) the same size as in the menu, but can't then make it look like a
menu.
Also, I absolutely need to have the menu area transparent (the top menu
line, that is). I want a nice graphic bar from the top of the form to below
the toolbar, with the menu and toolbar transparent to show the graphic.
Any tips for a good menu control that works properly like a menu control,
but lets you use various size graphics for the button/menu items, and is
transparent?
