fatal error LNK1158: cannot run "cvtres.exe"

I encounter this error trying to compile an application using VB6.
I am running Visual Basic 6.0 (SP6)
My version of Windows is XP (SP2)
The version of cvtres.exe is 5.0.1736.1

My app has previously compiled with no problem; however last time I had
to make a small change, I encountered this error but circumvented it by
re-ordering some of the code!!!
This time, I cannot find a way to circumvent it.

Can anyone suggest how to fix this problem?
