Winter and summer hour with VBS

hello everybody i have a little question in VBS

i have to transform date in secondes and when i use that

Datedebut = Date & " " & Time
WScript.StdOut.WriteLine Datedebut
Datedebutsec = DateDiff("s", "1/1/1970 0:0:0", Datedebut)

Datedebut is good but Datedebutsec isn't good because don't support
winter and summer hour (i'm verifying with an unix system well used)

i have -1 hour for winter hour and +2 hours for summer hour. Someone
can help me?
