\par I did a test in my local, the View All Site Content link was hidden for the non-admins/owners as expected.

\par Could you please check whether the Full Control permission level was associate with the Owner group and have not been customized?

\par For your second question, yes, you could do this for other links, just place those links within the SPSecurityTrimmedControl.

\par But you cannot do this with the of links in the quick launch, but cause these links was rendered as whole by the menu control.
