\par Based on the symptom, a common cause of the error was that SharePoint Products and Technologies Configuration Wizard need to run after patching a hotfix.

\par From the attached ULS log, I found a repeated critical log: "Insufficient permissions to write to the configuration data cache", it indicated that the WSSTimer didn't have permissions to write the configuration data cache or disk ran out of space.

\par Based on the above reasons, please follow the action plans to resolve the issue:
\par 1.\tab Make sure the WSSTimer account have Local Administrator privilege.
\par 2.\tab Make sure there is enough free disk space.
\par 3.\tab Run SharePoint Products and Technologies Configuration Wizard.
