**This is single server farm**
Following are the steps I took to reproduce the problem


1)Login to the system as ad\sharepointservices
2)login to CA site as ad\sharepointservices
3)go to application management>create or extend new web application>create
new web applicaion
4) select "Create a new IIS web site">

name = MTSauth - 11565
port = 46635
Authentication=NTLM
Allow anonymous= NO
Use SSL=NO
URL=http://mossdev:11565

5) Select "new application pool"

Name= MTSauth - 11565

6)select "configureabe"

user name = ad\sharepointservices

7) Select "Restart IIS autometically"


8)Database server = mossdev
9) Database name = WSS_Content_MTSauth
10)Select "Windows authentication"
11)Select Search server = mossdev

When I try to create a site collection nameed "MTS authorship authors".I get
the "value not in expected range" error.But If i go to the site collection
list the site is there.In the web browser if I try to connect to
http://mossdev:11565..I get page cannot be found messege.

In the alternaet access mapping setting "http://mossdev:11565"; is set to
default zone.Not sure what should I try..this looks correct and other working
site collections are using the simillar ones.
The ULS and application log doesn't seem to identify this as a problem

The error in the ULS logs and server application log is from another
similler problem.I tried to do the same thing before and didn't work so I
deleted the web app and the database.But it looks like sharepoint still
trying to connect to the database and failing.I would like to stop that
but..cant find from where.

I agree with Bryan that ULS logs are very important for us to investigate
further in this case. Therefore, please reproduce this issue again and
double-check the ULS logs for more clues.

Based on my experience with similar issues, if the Alternate Access
Mappings of involved Web application is not set correctly for server name
to be resolved correctly, the similar issue occurs. Please use the
following steps to check this possibility:

1. Launch the "SharePoint 3.0 Central Administration tool"

2. Once the tool opens, click "Operations"

3. Under "Global Configuration" click "Alternate Access Mappings"

4. Click the internal URL you wish to update to FQDN

5. In the text box titled "URL protocol, host and port" fill in the FQDN
that you wish to use.
