Sites tab disappear for general users

I have sharepoint 2007 portal, for now only the administrator can view the home page with the tab Sites on, but the general users are not able to see the Sites tab, but they can see others I can't not use the Policy for web application to add full read permission for general users, since if I do this, it will make all users to be able to see all other sites under the home. So what should I do?
