Yes, Client Integration Feature is turned on. And it functions normally for
our Office 2003 people. Our contractors have Office 2007, and are coming in
through a firewall. I do not think the firewall matters since they have
access, I mean they can see the links and they can download them using the
dropdown.

I have been unable to find anything from Microsoft on this kind of problem.

Are you absolutely certain that that permission is available for site
collections within that web application, and is enabled for the users in
question?

That permission, if not enabled, would do basically what you described,
except maybe not even open Word.

It is also possible that logging in on their workstation with a different
account than what they use on the site might cause some issues as well
(especially if the local login is explicitly not allowed to access the
file).

Are you getting anything in the logs that might coincide with this issue
(either a failure to access a file on the server, or an entry locally on
their workstations)?

A few of my users (consultants) are using Office 2007. When they click on a
document in my sharepoint document library the document will not open.
Instead Word opens and just sits there.

However if they do "download a copy" they can open the document just fine
from their own computer.

It's not a permissions issue since they have complete access to the site
and
can upload/download documents just fine.

Any ideas what this might be or what I should search for? I'm drawing a
blank on Technet.
