Best way to handle this Business Problem

Hi --
Before I get into the problem; I'd like to say that this client has
not decided on WSS 3.0 or MOSS ... and the figuring the optimal SP
solution for this business problem will definitely influence their
choice.
This client loves excel spreadsheets ... They take on these large
scale contracts that they call "Programs". Well, a given "Program"
encompasses many "Physical Locations", and at a Location the can have
many Widgets. Many of these columns hold dates, boolean values, and
notes.
Well, they like to track all their widgets per site ... and the Type
Of Program will dictate the excel template per each Location in that
Program (each program type having its own set of columns). All cut and
dried so far ... The problem is aggregation of all this information
from all these disparate spreadsheets into a single "data
structure?" ... I say data structure because I don't want to pin down
the solution to a SPList ... Here are some answers that the
aggregation needs to be good enough to show ... How many Locations
have date X < today? What are those Locations? (and other questions
like this ... but I think you get the point).
Does anybody have any idea?
