I presume you mean that you have created a WSS 3.0 *List* from an Excel *** and not that you have an Excel *** in WSS 3.0 (which isn't possible).

Your only possibility for Views is either

a) everybody sees everything (public view) - as there is no security at View level.

OR

b) someone creates a View for themselves (and sets it as a private view).

This would mean that everyone in each of these teams would need to create such a private view ...
