Connect to Outlook" option does not appear in Sharepoint 2003 or 2007

I keep running into posts all over the Internet that the The "Connect
to Outlook" option is not available unless you have Outlook 2007
installed. This is false. It has limited functionality using Outlook
2003. You may create a one-way push of information to your Outlook
2003 calendar vice a two-way communication. Also, you will not have
the capability to push information from document Libraries or other
lists unless you have Outlook 2007 installed. Now, my question is what
is the fix when the "Connect to Outlook" does not appear in the
actions menu and you're using Outlook 2003? I have had other team
members pull up the same calendar I'm trying to connect to and they
have the option available on their machines. If I look at the same
site and same calendar in our development environment (which has the
same server farm configuration - not that that matters) the option is
also there. So what could be the problem? I've taken a look at my user
permissions and all of us have Full Control. I'm also unable to
connect to calendars on WSS v2.0 sites as well. I use to be able to
and now I can't. This is isolated to my machine. Could it be an image
problem? Does anyone have a clue? I would really appreciate some
assistance.
