Well apart from the fact that if have has "access to Forms Services" (and thus MOSS Enterprise) he shouldn't be here at all, can't he do this with InfoPath 2007 in connection with WSS 3.0?

Yes he'd need (either) Forms Server (or InfoPath 2007 on every client), but is there anything that says only Form Services could handle this ?

(I've never seen a list of what you get with Forms Services that you don't get if you have Forms Server instead - pity as we're here, that I can't ask you for one :) )

to infopath forms services, that would be a pretty good choice.
