If this "SharePoint 2007" is WSS 3.0 you're in the right place, but if as seems more likely you mean MOSS 2007, it isn't dealt with in this newsgroup.
Post instead to either .portalserver or to setup_and_administration
1. varies according to which product you mean
2. is one option - another would be using sub-sites and there are still more options. Think a bit more about this yourself.
3. You can upload a template to the template (site or list) gallery as an admin.
