One quick way to tell if it's MOSS or WSS would be to open Central Admin &
see if there's a Shared Services Administration link, as that's only
available for MOSS.

It was only an idea so don't accuse anyone at once !
I did check in my WSS 3.0 installation and there was no Publishing
template available to me as I thought (although I checked by Creating a
sub-site under a site that was a Team Site which may have been a bit
lazy).
Also the idea that a Publishing tab meant a Publishing template in
operation was my "deduction" only.
But it's certainly worth checking. It would be certainly normal for MS to
install the (more complicated and pricey) MOSS product rather than for
them to help install the WSS 3.0 product (which local MS generally isn't
interested in as it provides them with little revenue) and they might I
suppose have just done their usual installation without thinking.
Grateful for anyone to come in with a quick method of checking whether its
a WSS 3.0 or a MOSS installation (apart that is for the number of
templates available which is what I'd use).
