I.e. one field list lists states and when a state is selected only the
cities in that state are in the second field list. And then after selection
and posting it gets saved in the sharepoint list.

This kind of dynamic field changing (cascading lists and the like) is
not possible out of the box.

One option is to create a custom data type that builds in this
functionality. Here's an example of custom data type:

It's a bit of work, but entirely possible.
