How do I add email address to Existing User v3

Hi, something seems to be missing. I have existing users and would like to
change their email addresses, where do I do this as none of the User or
Group lists appear to allow edit of user details..... What have I missed?
Note: Ive tried logging in as the user and as admin to no avail.
