Check the third upgrade option in the Microsoft documentation. As far as I can remember that's what it does. (or rather vice versa)

So, No, to "if I can perform a gradual upgrade when WSS 2.0 is on one server and WSS 3.0 is on another."
Gradual upgrades (like the upgrade "in-site") also work only on the original hardware. If you want to change hardware you use the third installation option (using the database).

more clarification:
CURRENTLY I have:
WSS 2.0 installed on Server A using Sql Server on Server S
I want to upgrade to WSS 3.0, but I want WSS 3.0 to be installed on
Server B. I have reviewed the upgrade choices and am thinking the
Gradual Upgrade option would work best. However, I do not know if I
can perform a gradual upgrade when WSS 2.0 is on one server and WSS
3.0 is on another.

I don't understand your question.
You have WSS 2.0 on server A using SQL on server S. And that's fine.
You can have WSS 3.0 installed on a different server, server B, and use SQL
to hold its databases on server S. That also works.
But why would you want to install WSS 2.0 on the SQL server and do an
upgrade??
Do you mean you want to upgrade server A?
Maybe the real questions is what SQL are you running on server S? And why
do you need to upgrade it? Are you trying to upgrade the WSS 2.0 server (and
therefore its databases)? If so I believe you should be upgrading that
server, not the SQL server.
I apologize for all the questions, but I honestly am not sure what you are
asking.
