\par Thanks for your reply, Robert. Here are the steps I took, from my "Site1"
\par main page.

\par Site Actions > Create.
\par Libraries > Document Library.
\par Enter name (Library1), desc, etc. Click Create.
\par I am now in the Site1>Library1, with the New, Upload, Actions, Settings menu
\par near the top.
\par Click Settings > Document Library Settings.
\par Permissions and Management > Permissions for this document library.
\par Actions > Edit Permissions. (Warning: You are about to create unique
\par permissions for this document library. Changes made to the parent site
\par permissions will no longer affect this document library. (Click Ok.)).
\par Now any changes to the library are not inherited from the site.
\par I set the permissions to allow only Group1 Full access (no otherusers/groups
\par are listed.)

\par So now I have my library ready, lets deal with the files:
\par Back at the Library1 Document Library screen (Site1>Library1, with the New,
\par Upload, Actions, Settings menu near the top.)
\par Click Upload.
\par Browse to select a file, upload document1.doc. Ok.
\par Click the Document1.doc drop-down, select Manage Permissions.
\par Click Actions > Edit Permissions. (Warning: You are about to create unique
\par permissions for this document. Changes made to the parent folder or document
\par library permissions will no longer affect this document.) Ok.
\par This is where I'd add the user1 with read permissions. You can probably
\par replicate the rest from here.
