Dead links in document alerts

Hi,
We have had a number of users reporting dead links in alert emails.
Upon investigation, we have found that this is due to the contributor
changing the name of the document following upload. We have advised
users not to rename documents directly after upload, but this is
obviously a temporary fix.
We have worked out two possible work-arounds...Bear in mind that we
have found with out check in/out enabled, the alert is sent directly
after the user uploads the document. e.g. Just before the user is
prompted toi rename the document if they wish! (Seems like a bit of a
design flaw to me!)
Possible Work Arounds:

a) Enable check in/out. This would force the user to check the
document in. With this enabled, the alert is sent on check in, meaning
the user has passed the bit where they can rename the document.
b) Make one of the columns for the document library mandatory. This
means the alert is not sent until after the meta-data (Columns) are
completed.
Does anyone know of a better solution? Is there some sort of perma-
link system in SPS?
Any advice will be much appreciated.
