you need MS Server 2003 and SQL. There are licensing costs for both
MS Server and SQL, so you should look into these on the MS Site or go
to a MS reseller.
It is true that Windows Server 2003 and SQL are required though you
may use SQL Server 2005 Express which is availabe sans licensing
costs. There are limitations to be aware of but it will work (and
work well).
