We just ran into this same issue and unfortunately there was no answer
posted to this question to help us out.
An exception of type System.InvalidOperationException was thrown.
Additional exception information: Cannot start service SPTimerV3 on computer
'.'.
You have probably resolved the problem by now, but for those who
follow: The problem causing this error was that the NEW (version 3)
timer service had been created and was indeed running under an invalid
account. An old user account of the person installing version 2 long
ago had been used somewhere in the v2 installation and did not cause us
any problems until it was used by WSS 3.0 to create its new services.
If you run into this problem check the following two services to make
sure that the account they are running under is valid:
SharePoint Timer Service (v2)
Windows SharePoint Services Timer (v3)
In our case we checked and re-checked the V2 service, but not the v3 -
which was our problem.
SharePoint Timer service job to upgrade SharePoint Products and Technologies.
Failed to upgrade SharePoint Products and Technologies. Further information
regarding this failure can be found at C:\Program Files\Common
Files\Microsoft Shared\Web Server Extensions\12\LOGS\Upgrade.log.
An exception of type System.InvalidOperationException was thrown.
Additional exception information: Cannot start service SPTimerV3 on computer
