PDF Issue

Hey guys,
I have an interesting problem with a sharepoint site. We have several
top level sharepoint sites throughout our domain that we use as our
company intranets. On one of these sites, and on only one of these
sites, certain users are unable to properly open .pdf documents.
The behavior is such, after clicking on the document link for the first
time the status line says done but the screen is blank, when the user
refreshs the page we see the progress on the status line and then the
viewer within IE opens and displays the document. We have seen this
behavior with many different versions of IE. Also, users tend to have
the most recent version of acrobat reader. Also, like i said earlier,
it only happens on one of our sites for a few people.
Now i have read some posts were they suggest changing the mime type for
pdfs. If this is the answer were do i change it, at the server level
or site level, and what would i change it too?
