Let me second Mike's recommendation to never delete things in SQL. Bad things happen.
Keith Ritchie makes a suite of utilities that fill in some of the holes of SharePoint administration. I believe his tool WSSUserUtil will completely remove users from sites and server. Give that a shot and see if it works better for you.

Thanks Mike. I did try removing the user from the site collection, in top
level administration, in view site collection user information after removing
users from the iste (manage users). When I recreate the user, a random
number is applied to the user name. It is not gettng deleted. Where else
can i look?
If we reboot the server, it works....but I hate to do that.
