\viewkind4\uc1\pard\lang2052\f0\fs20 Hello Jason,
\par
\par Based on my research , this issue may occur when permissions that Windows SharePoint Services configured on the Windows Temp directory were unintentionally reset , possibly when you upgraded your operating system.
\par
\par To resolve this issue, make sure that the following permissions are configured correctly:
\par
\par Windows directory
\par %WinDir% \\Temp
\par Administrators - Full Control
\par SYSTEM - Full Control
\par STS_WPG - Read, Write
\par Network Service (for a domain controller only) - Read, Write
\par
\par %WinDir% \\system32\\logfiles
\par STS Administrators - Full Control
\par SYSTEM - Full Control
\par STS_WPG - Read, Write
\par Network Service (for a domain controller only) - Read, Write
\par
\par
\par Please refer the following KB article:
\par
\par 826786\tab You receive a cannot deserialize the Web Part error message when you view the SharePoint Services home page

\par Note: The MSDN Managed Newsgroup support offering is for non-urgent issues where an initial response from the community or a Microsoft Support Engineer within 1 business day is acceptable. Please note that each follow up response may take approximately 2 business days as the support professional working with you may need further investigation to reach the most efficient resolution. The offering is not appropriate for situations that require urgent, real-time or phone-based interactions or complex project analysis and dump analysis issues. Issues of this nature are best handled working with a dedicated Microsoft Support Engineer by contacting Microsoft Customer Support Services (CSS) at http://msdn.microsoft.com/subscriptions/support/default.aspx.
