\par Based on my research , this issue may occur when permissions that Windows SharePoint Services configured on the Windows Temp directory were unintentionally reset , possibly when you upgraded your operating system.

\par To resolve this issue, make sure that the following permissions are configured correctly:

\par Windows directory
\par %WinDir% \\Temp
\par Administrators - Full Control
\par SYSTEM - Full Control
\par STS_WPG - Read, Write
\par Network Service (for a domain controller only) - Read, Write
\par
\par %WinDir% \\system32\\logfiles
\par STS Administrators - Full Control
\par SYSTEM - Full Control
\par STS_WPG - Read, Write
\par Network Service (for a domain controller only) - Read, Write
