SharePoint explorer view not working



Hi,

I have an issue with my implementation of SharePoint which has been
ongoing for a few months now. The issue is as follows:


When navigating a SharePoint site switching to the Explorer view gives
the following message:


"Windows cannot create a shortcut here. Would you like to place a
shortcut on the desktop instead?"


The web page behind this error message is a "page cannot be displayed"
error.


The interesting thing about this problem is that if a local
administrator (on that machine) navigates to the page and switches to
the explorer view, they can view the web folders as expected. Even more

bizarrely, every user who logs on to that site thereafter can see the
web folders in the explorer view.


Has anyone seen this issue before? Suggested fixes?
